The International Olympic Committee (IOC) said on Monday that 15 Russian athletes and coaches who had their lifetime bans overturned by world sport\u2019s<\/p>\n
highest tribunal will not be invited to this month\u2019s Pyeongchang Winter Games.<\/p>\n
The Court of Arbitration for Sport (CAS) said last week that there was \u201cinsufficient evidence\u201d of anti-doping violations against 28 Russian athletes, and while it<\/p>\n
confirmed 11 others had committed doping offences it cut their life bans to the upcoming Games in South Korea.<\/p>\n
The IOC has banned Russia from Pyeongchang over \u201csystematic manipulation\u201d of the anti-doping system in Sochi but left the door open to athletes with no<\/p>\n
history of doping to compete as neutrals, officially known as \u201cOlympic Athletes from Russia\u201d.<\/p>\n
After the CAS decision, Russia\u2019s Olympic Committee requested that 13 active athletes and two who had become coaches be allowed to participate in the Feb.<\/p>\n
9-25 Games.<\/p>\n
However, the IOC said in a statement that its Invitation Review Panel had \u201cunanimously recommended that the IOC not extend an invitation\u201d to the 15.<\/p>\n
It noted that CAS had yet to provide a \u201cfull reasoning\u201d for overturning the bans and that there was some evidence about the athletes that had not been available<\/p>\n
to the Oswald Commission, which conducted the investigation into Russian doping.<\/p>\n
\u201cFollowing the detailed analysis conducted by the Panel, its members observed that there were additional elements and\/or evidence, which could not be<\/p>\n
considered by the IOC Oswald Commission because it was not available to it, that raised suspicion about the integrity of these athletes,\u201d it said.<\/p>\n
IOC President Thomas Bach said on Sunday the CAS decision was \u201cextremely disappointing and surprising\u201d and had called for internal structural change at the<\/p>\n
court to allow it to \u201cbetter manage the quality and the consistency of its jurisdiction\u201d.<\/p>\n
On Monday, CAS President John Coates said it had taken note of Bach\u2019s concerns and they would be examined.<\/p>\n
\u201cAthletes are entitled to have confidence in judicial processes at all levels, more particularly before the CAS,\u201d said Coates in a statement.<\/p>\n
\u201dThe reasoned decisions in high profile cases are critically important. The Panels in the cases of the 39 Russian athletes are working on them, and we look<\/p>\n
forward to their publication as soon as possible.<\/p>\n
