\nAt the receiving end of allegations regarding non-implementation of Swaminathan Commission report, Manohar Lal Khattar government today announced the setting up of a farmers\u2019 welfare authority to \u201cmitigate physical, financial and psychological distress of households and landless workers\u201d.<\/p>\n
The setting up of the \u201cHaryana kisan kalyan pradhikaran\u201d with a view to making agriculture remunerative and enhancing agricultural productivity and farmers\u2019 income was announced by Khattar during the BJP government\u2019s flagship \u201cEk Aur Sudhar\u201d here today.<\/p>\n
The announcement of setting up of the \u201cpradhikaran\u201d came in the pre-election year in the backdrop of opposition parties and farmers\u2019 organisations getting restive about the BJP government\u2019s \u201canti-farmer\u201d policies.<\/p>\n
In its election manifesto ahead of the 2014 parliamentary and Assembly elections, the BJP had promised to implement Swaminathan Commission report, aimed at giving remunerative prices to farmers for their produce.<\/p>\n
However, after coming to power at the Centre and in the state, the BJP had developed cold feet on \u0007the implementation of Swaminathan Commission report claiming that it could not be implemented in one go. Agriculture Minister Om Prakash Dhankar, who as BJP Kisan Morcha chief, was \u0007a strong votary of \u0007the implementation of Swaminathan Commission report, was \u2018non-commital\u2019 on its full implementation.<\/p>\n
In an obvious bid \u0007to strike an emotional chord with the farming commumity, Khattar was at pains today to emphasise how the state government was sensitive to the condition of farmers.<\/p>\n
\u201cThe state government\u2019s decision to establish the \u2018pradhikaran\u2019 is aimed \u0007at providing relief to farm households in meeting \u0007the challenges of situations, besides increasing their income,\u201d Khattar asserted.<\/p>\n
While the Chief Minister would be the chairperson of the \u2018pradhikaran\u2019, the Agriculture Minister would be the ex-officio vice-chairman.<\/p>\n
The ex-officio members included the Animal Husbandry and Dairying, \u0007Horticulture and Fisheries Minister, Industries and Commerce Minister and senior officers.<\/p>\n
The \u2018pradhikaran\u2019 would undertake all possible measures to make agriculture remunerative and enhance agricultural productivity to mitigate the physical, financial and psychological distress of farm households and landless workers.<\/p>\n
It would maintain close liaison with departments for implementation and monitoring of schemes, programmes and projects thorough the Agriculture Advisory Council and issue necessary guidelines from time to time.<\/p>\n","protected":false},"excerpt":{"rendered":"
