Jaitley was joined by Defence Minister Nirmala \nSitharaman who credited PM Narendra Modi for his \u201cpersistent measures\u201d \nthat led to Azhar\u2019s sanctioning.Jaitley went on to accuse the Congress \nof being \u2018afraid\u2019 of joining the BJP in celebrating this diplomatic \nvictory. In addition to the binding obligation to implement the UNSC \ndecision, Pakistan is also under pressure from the Financial Action Task\n Force, which wants it to demonstrate effective implementation of \ntargeted financial sanctions against all UN-designated terrorists and \ntheir bagmen.
The Foreign Office dwelt on the absence of any \nreference to the Pulwama terror attack in the UNSC communiqu\u00e9. \u201cPlease \nunderstand that our objective all along has been the designation of \nMasood Azhar as a terrorist. This process started in 2009 when Pulwama \nterror attack had not taken place,\u201d he said.
\u201cThis is also why \nthey are now claiming that they conducted surgical strikes. Those were \ninvisible surgical strikes,\u201d he added, referring to an interview by \nformer PM Manmohan Singh that several unannounced surgical strikes were \nconducted against Pakistan during his tenure.
In an attempt to \nplay down the Opposition\u2019s claim that the sanctioning was trivial, \nJaitley pointed out that the current dispensation succeeded in a task \nthat had occupied the energy of successive governments for a decade.
