US President Donald Trump Thursday rolled out a merit-based immigration system from which foreigners, including hundreds and thousands of Indian professionals and skilled workers, waiting to get Green Cards or permanent legal residency stand to benefit.<\/p>\n\n\n\n
The immigration reform proposals \nsignificantly increase the quota for skilled workers from existing \nnearly 12 per cent to 57 per cent.Besides, under the proposed reforms, \nimmigrants will be required to learn English and pass a civics exam \nprior to admission.<\/p>\n\n\n\n
The major immigration policy, however, is \nunlikely to see the Congressional node soon, given the bitter across the\n aisle political divide between the Democrats, who have majority in the \nHouse of Representatives, and the Republicans who control the Senate.<\/p>\n\n\n\n
Trump,\n in his Rose Garden announcement, himself conceded the difficulties \nahead in getting his plan become the law of the day.Signaling to make it\n an election issue next year, Trump said the Republicans needs to regain\n control of the House, retain majority in the Senate and he himself be \nre-elected to the White House.<\/p>\n\n\n\n
Ruing that the current system of \nlegal immigration has failed to retain and attract the talent and \nbrilliant young people from across the globe, Trump said he is proposing\n a merit-based immigration system wherein permanent legal residency \nwould be given based on points for their age, knowledge, job \nopportunities and their civic sense.<\/p>\n\n\n\n
\u201cUnder the senseless rules \nof the current system, we\u2019re not able to give preference to a doctor, a \nresearcher, a student who graduated number one in his class from the \nfinest colleges in the world, anybody. We\u2019re not able to take care of \nit. We\u2019re not able to make those incredible breakthroughs,\u201d Trump said.<\/p>\n\n\n\n
\u201cIf\n somebody graduates top of their class from the best college, sorry, go \nback to your country. We want to keep them here,\u201d he said in a major \nRose Garden speech.<\/p>\n\n\n\n
The President said companies are moving \noffices to other countries because \u201cUS immigration rules prevent them \nfrom retaining highly skilled even if they are totally brilliant \npeople\u201d.<\/p>\n\n\n\n
\u201cWe discriminate against genius. We discriminate against\n brilliance. We won\u2019t anymore once we get this past, and we hope to get \nit passed as soon as possible,\u201d he said.Such a move is likely to benefit\n hundreds and thousands of Indian professionals on H-1B visa whose \ncurrent Green Card wait, on an average, is more than a decade.<\/p>\n\n\n\n
\u201cSome\n of the most skilled students at US\u2019s world-class universities are going\n back home because they have no relatives to sponsor them here in the \nUnited States, and that\u2019s the only way. We want these exceptional \nstudents and workers to stay and flourish and thrive in America,\u201d Trump \nsaid amidst applause from the audience.<\/p>\n\n\n\n
Observing that only 12 \nper cent of legal immigrants are selected based on skill or merit, he \nsaid in countries like Canada, Australia, and New Zealand and others, \nthat number is closer to 60 per cent, and even 70 per cent and 75 per \ncent in some cases.<\/p>\n\n\n\n
\u201cThe biggest change we make is to increase \nthe proportion of highly skilled immigration from 12 per cent to 57 per \ncent, and we\u2019d like to even see if we can go higher,\u201d he said.<\/p>\n\n\n\n
\u201cThis\n will bring us in line with other countries and make us globally \ncompetitive,\u201d Trump said.At the same time, the US will prioritize the \nimmediate family of new Americans, spouses and children, he said.<\/p>\n\n\n\n
Trump\n asserted that his proposal is pro-American, pro-immigrant, and \npro-worker.\u201cIt\u2019s just common sense. It will help all of our people, \nincluding millions of devoted immigrants, to achieve the American \ndream,\u201d he claimed.<\/p>\n\n\n\n
Trump said his plan stops illegal immigration\n and fully secures the border. It establishes a new legal immigration \nsystem that protects American wages, promotes American values, and \nattracts the best and brightest from all around the world, he said.<\/p>\n\n\n\n
