{"id":61519,"date":"2019-05-17T11:52:00","date_gmt":"2019-05-17T11:52:00","guid":{"rendered":"http:\/\/blastingskyhawk.com\/?p=61519"},"modified":"2019-05-17T11:52:02","modified_gmt":"2019-05-17T11:52:02","slug":"eci-issues-prohibition-protocol-during-48-hour-before-poll","status":"publish","type":"post","link":"https:\/\/blastingskyhawk.com\/english\/eci-issues-prohibition-protocol-during-48-hour-before-poll\/","title":{"rendered":"ECI ISSUES PROHIBITION PROTOCOL DURING 48 HOUR BEFORE POLL"},"content":{"rendered":"\n<p><strong>PROHIBITION IMPOSED ON BROADCASTING OR PROPAGATING ELECTION MATERIAL ON TV OR RADIO<\/strong><\/p>\n\n\n\n<p>CHANDIGARH<br>The\n Election Commission of India today issued extensive guidelines to the \nDistrict Election Officers to ensure&nbsp; prohibitions during the period of \n48 hours (6 pm on May 17, 2019) ending with hours fixed for conclusion \nof poll in Punjab to be held on May 19, 2019.<\/p>\n\n\n\n<p>Giving details on \nthis, Chief Electoral Officer Punjab, Dr. S. Karuna Raju&nbsp; said that the \nguidelines have been issued in accordance with the provisions enacted in\n the Section 126 Representation of Peoples\u2019 Act 1951.<\/p>\n\n\n\n<p>According \nto the guidelines the ongoing campaigning in all the 13 Parliamentary \nConstituencies would come to an end 48 hours prior to the polling date. \nSubsequently all the political leaders, functionaries or Party workers \nwho are not the registered voters will have to vacate the constituency \nwithin this period, however the elected MP or MLA of poll going \nParliamentary Constituencies\/Assembly Constituencies should not be asked\n to leave there constituencies during election to Lok Sabha\/State \nLegislative Assembly even if he\/she is not an elector of the poll going \nPC and AC, said Dr. Raju.<\/p>\n\n\n\n<p>Necessary guidelines have been issued \nto the Police and Civil Administration all across the state to ensure \nthat the outsiders who are not required in the area, leave immediately. \nAll the political parties have also been briefed on this so that the ECI\n directive could be followed, said Dr. Raju. The Commission has also \ndirected the election and Police administration to keep a close check on\n the community centres, guest houses and lodges so that the outsiders, \nif any, could be kept housed without causing any disturbance during the \nelectoral process. The Identity cards of those who stay there in the \nconstituency would also be checked, he added. He also said that the \nadministration has been asked to ensure all those who have been under \nsecurity cover could remain there in the constituency, in which they are\n the registered voters, till the poll day.<\/p>\n\n\n\n<p>Adding further, he \nsaid that these directions would not be applicable on the contesting \ncandidates or the state heads of the political parties but they would be\n allowed to move only between their state party office and their \nresidence about which the Election Commission has already been informed.<\/p>\n\n\n\n<p>He\n further said that in case of a prominent political leader didn&#8217;t leave \nthe constituency after campaign period was over, citing some medical \nreasons. In this case the District Election Officer concerned, in \nconsultation with Chief Electoral Officer, would constitute a Medical \nBoard for health check-up of the political functionary seeking \nexemption. The Medical Board shall, after medical examination of the \npatient and his\/her medical history, will give report whether condition \nof the patient (political leader) is such that he can&#8217;t move or be \nshifted under medical attendance out of the constituency in an ambulance\n or vehicle. The exemption would only be considered by the Election \nCommission after <\/p>\n\n\n\n<p>consideration of report of the Medical Board \nreceived through Chief Electoral Officer concerned.The Election \nCommission has also imposed complete prohibition on broadcasting or \npropagating election related material on TV, Radio or even Newspapers. \nAny such material influencing the voters would not be permissible during\n the 48 hours before the poll. However, any advertisement being \npublished in the newspapers on May 18 and 19, 2019 requires prior \npermission or certification from the ECI, added Dr. Raju.CEO said that \nall the advertisement for the prospect of the candidates or the \npolitical party during the last 48 hours will be restricted. According \nto the guidelines all the electronic media advertisement, including the \nbulk SMS, IVRS and social media have been completely banned for \nbroadcasting during the last 48 hours ending with poll i.e. starting \nfrom 6 pm of 17th May 2019 to 6 pm of 19th May 2019. He said that all \nthe print media ADVT to be published during the last 48 hours have got \nto be certified by State level MCMC, if it is general party propaganda \nfor the entire State.
