The president maintained that he had done nothing wrong.<\/p>\n\n\n\n<p>\u201cThis is a president who has decided this nation doesn\u2019t have the tools, the power, the political will\u201d to punish bad behavior, Biden said. \u201cHe\u2019s not just testing us. He\u2019s laughing at us.\u201d<\/p>\n\n\n\n<p>Trump in a July phone call to Ukraine\u2019s leader had asked for \u201ca favor\u201d of investigating Biden and his son Hunter.
