ADDITIONAL CHIEF SECRETARY ANNOUNCES TO REVAMP REVENUE SYSTEM IN STATE

Additional Chief Secretary cum Financial Commissioner Revenue Mrs. Vinni Mahajan today said that the model of online land registration, which has been successfully started as pilot project from Adampur, would be soon replicated across the state for facilitating the people.
Addressing the media persons here during her visit, Mrs. Mahajan said that this step is aimed at providing clean, transparent, effective and accountable land revenue system to people. She said that the Online Registration (NGDRS-National Generic Documents Registration System developed by NIC) project has been launched as pilot project in the country at Adampur (Jalandhar) and Moga. She said that Punjab is the first state in the country to launch this citizen friendly initiative.
Mrs. Mahajan said that during the last one week total 82 documents have been registered online at these two locations. Mrs. Mahajan, who visited Adampur interacted with the common people who had come registration at Adampur. Some documents were registered in her presence. Citizens present in Adampur Sub Registrar office conveyed that they were satisfied with the new system especially because they can come with an appointment, which has significantly reduced the waiting period thereby saving their time, money and energy.
Further giving a relief to the property buyers and sellers, Mrs Mahajan said that now as an alternative to witness by Nambaradar or the Municipal Councillor any two witness can come forward provided they produce either of the documents including Aadhar card, PAN card, Election Commission Voter Identity Card or passport. She said that this would give a big relief to public because earlier there was delay in registration of documents in case Nambardar or Councillor was out of station or not available due to any other contingency.
She further said that to reduce the frauds in sales of immoveable properties , the Punjab government is planning to go for electronic-KYC (Know Your Customer) through Aadhar card. She said that for this the officers have been instructed to prepare a draft Memorandum of Understanding (MoU) between department of Revenue (Government of Punjab) and UID authority Government of India. She said that this will not only reduce the fraud cases, help the identification of parties at the same time will be great relief to NRIs and Old Age persons, who are generally victim of such frauds.
Likewise, the Additional Chief Secretary said that the pilot project of Demarcation of land by Using Electronic System has been launched by the state government in five districts of Amritsar, Jalandhar, Ludhiana, Patiala and SAS Nagar (Mohali). Mrs. Mahajan said that this was a revolutionary step in which an Electronic Distance Measuring device that accurately measures distance between two known points was used . She said that this device is supposed to replace zareeb as an instrument for demarcation therefore ensuring more accurate ( accuracy level upto 1 mm) , faster ( can measure upto 5 km) and all obstruction free demarcation . She said that Sub Divisional Magistrate Jalandhar II has been directed to use this device daily in his area and send the report to the headquarters daily. She said that this step would reduce the litigation regarding land demarcation and partition cases thereby facilitating the people.
Mrs Mahajan said that government is planning to modernise the record keeping system for this directions have been issued to DC jalandhar and Director Land Record Punjab to prepare a pilot project for Jalandhar district. She said that there are total five record rooms in District Administrative Complex Jalandhar for which modernisation blueprint will be prepared and implemented in the coming days. She said that Government of Punjab is committed to provide citizen friendly, effective and transparent governance model.
Mrs Mahajan further said that in order to streamline the process of regularization of illegal colonies in Punjab, the state government would bring new regularization policy by next month. She said that the inter department consultations regarding it were already on final stage and would be presented before Cabinet for nod next month.
The Additional Chief Secretary further said that to synchronise the working of Revenue department recruitment of 1000 Patwaris would be done soon. She said that process regarding the recruitment has already been initiated and would be completed soon.
On another query, the Additional Chief Secretary said that the final draft of Building rules has already been uploaded on the website of the state government. She said that the state government has laid thrust on ensuring public safety before finalising these rules. Mrs Mahajan said that these rules would also be finalised by the coming month.
The Additional Chief Secretary further said that the policy of e-auction started by the state government has already fetched Rs 650 crore to the state government adding that the next e-auction of the properties would be held on January 13. She further said that the decision of state government to slash three percent stamp duty in urban areas would give major boost to reality sector.
