The exercise set in motion by Rajya Sabha Chairman Venkaiah Naidu to amend rules so as to ensure smooth conduct of House proceedings will look into the possibility of providing, among others, for automatic suspension of members who entered Well .

During an informal talk with media persons in Parliament House after adjourning the Rajya Sabha on Tuesday, Naidu said the possibility of incorporating a provision for automatic suspension was being looked into.

Last week, Naidu had assured the House that a process would be initiated to incorporate changes in the Rules of Procedure and Conduct of Business.

Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha) have been formulated under Article 118 of the Constitution wherein each House of Parliament is required to frame rules for regulating its procedure and conduct of business.

Talking to media persons, he referred to British Parliament’s Upper House that has never witnessed any adjournment in its entire history. He, however, made it clear that borrowing rules from British Parliament was not on the cards.

He said: “Rules are framed by members and ultimately passed by the House; it is they who have to abide by them.”
